The Town of Leesburg has the responsibility to maintain the right-of-way of highways under its jurisdiction as necessary to preserve the operational safety, integrity and function of the highway facility. Since the manner in which the right-of-way is used can materially affect the safe operation, maintenance and appearance of the highway, it is necessary that such use and occupancy be authorized and reasonably regulated.

“Right-of-way” refers to property and highways within the entire area of every way or place within the corporate limits of the Town of Leesburg under the ownership, control or jurisdiction of the Town, which is open, or which is to be opened, for the use of the public for purposes of travel.  The area set out above includes not only the traveled portion, but the entire area within and around the traveled portion, from boundary line to boundary line, including over the right-of-way.  For more information, please review the permit manual.  

The Town issues permits for all work performed within its rights-of-way. This may include, but not be limited to the following types of work:

Roadway Improvements

  • Private entrances (commercial and residential)
  • Temporary private entrances
  • Street or road tie-ins
  • Construct or reconstruct roads, bridges or other drainage structures
  • Utility attachments to bridges

Underground Facilities

  • Wires, conduits, cable, pipelines, irrigation systems, etc…
  • Valve and meter boxes – construction, reconstruction or adjusting
  • Manholes – construction, reconstruction or adjusting
  • Test borings – locating leaks or trouble areas in existing lines; locate existing lines for future construction

 Overhead Installations

  • Relocated Poles
  • Guys and/or Anchors
  • Privately owned installations

Roadside Improvements

  • Steps, sidewalks, curb and gutter, etc…
  • Grading, landscaping, tree planting on right-of-way
  • Fire hydrants
  • Street lighting
  • Minor drainage installations piper, inlets, manholes, etc…
  • Fence
  • House service connections
  • School warning beacons or lights, including wiring
  • Warning lights, including wiring
  • Trash containers (dumpsters)

Structures

  • Bus shelters
  • Building movements

Please review the permit checklist and complete the permit application.  The application form should be printed on legal (8.5 x 14) paper.  A fee of $100 (via check made payable to the Town of Leesburg, cash in exact amount, or credit card) is required for the permit application. Work requiring construction activities may also require a bond, the amount to be determined based on the extent of work to be done.
