We are pleased to provide a variety of programs, facilities, and services to meet your recreation and leisure needs. Of the 17 parks, Ida Lee Park is the crown jewel of the department, featuring a recreation center with 71,000 square feet of aquatic, fitness, and recreation opportunities, as well as an 11-court tennis complex and outdoor aquatic center. Each year we offer over 3,000 recreation programs, which include programs for all ages and we have over 370 acres of parkland for the outdoor adventurer. We are proud to say we are a Two Time National Gold Medal Award Winner for Excellence in the Field of Park and Recreation Management and we take pride in continuing to offer award winning programs and facilities to meet the diverse needs of the Town of Leesburg citizens. The Town of Leesburg Parks and Recreation Department is dedicated to providing high quality programs, parks, and facilities to meet the diverse needs of all citizens within the Town of Leesburg. The Department takes great pride in the quality of services and programs provided to its customers.

Children on PlaygroundThe Department is comprised of 37 full-time and  numerous seasonal and temporary part-time staff. The Town of Leesburg parks system consist of approximately 400 acres of parkland; including a Skate Park, a recreational facility, an indoor/outdoor tennis center, an aquatic center, and  provides a large variety of recreation classes; from learn to swim classes to sports leagues. The Department produces four major special events a year, with several smaller events throughout the Town.

A two-time recipient of the National Recreation and Park Association's Gold Medal Award for Excellence in the Field of Parks and Recreation Management, we make excellent opportunities available to the Town of Leesburg residents and visitors alike.

History:

Ida Lee Park was made possible by the generous donation of prime, undeveloped land formerly known as the Greenwood Farm by the Rust Family. In 1986, William F. Rust and his wife, Margaret Dole Rust, donated 138 acres to the Town of Leesburg for perpetual use as a public park which was named in memory of Mr. Rust’s grandmother, Ida Lee, to preserve an important historic link between the Lee Family of Virginia, and the Town of Leesburg. Ida Lee Rust was the daughter of Edmund Jennings Lee, first cousin of Robert E. Lee. Ida Lee spent her married life at "Rockland"; the Rust family home located near Leesburg, and in her later years lived in a house built by her sons at 113 East Cornwall Street in Leesburg. Ida Lee Park stands for the memory of Mr. Rust's grandmother, the continuation of the Lee family name, which played a key role in Leesburg's history, and Mr. Rust's sentiment that Leesburg should remain a "personal" town.

After receiving the donation, a Citizen Advisory Commission was created. At the time, the few parks that were established within the Town of Leesburg were operated by the Public Works Department. The donation of Ida Lee Park led to the creation of the Town of Leesburg Parks and Recreation Department.

Overtime, construction and renovations were made to the property; Ida Lee Park Recreation Center was opened in July 1990 and expanded in November 2002. The Farmhouse, which houses the Department’s administrative offices, was renovated and dedicated in August of 1991 and serves as a reminder of the park’s history. Outdoor tennis courts were added in September 2001 and the A.V. Symington Indoor Tennis Center was completed in January 2008. The latest edition, an outdoor swimming facility known as the A.V. Symington Aquatic Center opened in May 2009. 

While Ida Lee Park was the first park established under the newly created Parks and Recreation Department, today, the Department oversees 16 parks, with a total of 400 acres to maintain. With the use of these parks and the Ida Lee Park Recreation Center, the Department offers a wide range of programs and events for people of all ages. The Leesburg At Leisure brochure is published four times a year and lists all of the opportunities available during that current period.

 

Highlights:

• May 2009 – Opened the A.V. Symington Aquatic Center. The facility features a 600’ lazy river, large slide tower with two body flumes, dumping buckets, crossing feature, two gang slides, little squirt whale, floating snake and alligator, 25 yard lap lanes, drop slide, water pipe fall, large beach area with bubblers and water fountains, shade structures, concession stand, and grass picnic area.
• May 2009 – Opened the first dog park within the Town of Leesburg. The new facility is located within Olde Izaak Walton Park, an already established Town park. The dog park features over 25,000 square feet of enclosed space, dog waste stations, and parking in an attractive wooded setting.
• July 2008 – The existing pre-Civil War barn at Ida Lee Park, previously used only for storage, was renovated and preserved creating a weather-tight structure allowing for multiple future use options, while maintaining the barn’s time-treasured features.
• April 2008 – A Virginia Tech Memorial Tree Grove was dedicated in memory of the students and faculty who lost their lives during the tragedy at Virginia Tech on April 16, 2007.
• January 2008 – The Department opened the A.V. Symington Indoor Tennis Center. The facility features 4-Deco Turf courts, a spacious viewing area, and a central lobby.  Renovations were made to the existing tennis pavilion for year-round usage, all the outdoor courts were repainted, and lights were added to the seventh court. 
• January 2006 – The Proposed Plan of Action for the use of the A.V. Symington donation was approved by Town Council, providing public recreation improvements at Ida Lee Park. The Proposed Plan allows for the possibility of acquiring land adjacent to Ida Lee Park, building an Outdoor Pool, and building an Indoor Tennis Center.
• September 2004 – Freedom Park Memorial Wall was built to honor those who perished on 9-11-2001, along with those whose heroic actions on other hallowed dates inscribed on the wall represent a quest for universal freedom, justice and peace have made them a part of the American legacy.
• April 2003 – The Department opened Freedom Park, a 20-acre park with 4 baseball/softball fields, one football/soccer field, a field house with concession stand, a picnic pavilion, and batting cage.
• November 2002 – The Department opened the expansion of the Ida Lee Park Recreation Center. The completed facility consists of 72,304 square feet of fitness and recreation opportunities for the public. Facility features include a 6,600 square foot fitness area, aerobics/dance room, two racquetball courts, auxiliary pool, childcare room, locker rooms, and additional rooms for meetings and recreation classes.
• September 2001 – The Ida Lee Park Tennis Center opened featuring 7-Deco Turf courts; of which six of the courts are lite.
• July 2000 – The Department began leasing the land and building at Olde Izaak Walton Park.
• October 1998 – The Catoctin SkatePark, a street skate park with half pipes, quarter pipes, rails, ramps, and fun boxes opened for operation. This effort was driven by the support of the Friends of Ida Lee Park.
• August 1991 – The Town of Leesburg dedicated the renovation of the farmhouse to serve as the Parks and Recreation Department’s administrative office while serving as a reminder of the park’s history. The quaint farmhouse, officially known as the William F. Rust, Jr. Administration Building, was built in the 1790’s and was the home of an Episcopal minister in the early 1800’s. The house’s brick chimneys, stone foundation, hardwood floors, and metal roof were preserved to maintain the original character of the farmhouse.
• In 1991, Mr. Rust donated $50,000 to the Town of Leesburg to construct a park pavilion and public playground at Ida Lee Park. In 1994, the park pavilion was dedicated in the memory of Mr. Rust’s brother-in-law, William J. “Billy” Cox.
• In 1988, the Town of Leesburg broke ground on the construction of the recreation center, which was dedicated in July of 1990. The original recreation center was a 38,500 square foot facility consisting of a 25 meter by 25-yard indoor swimming pool, whirlpool spa, gymnasium, fitness room community meeting rooms and a vending/refreshment area.
