*The Town of Leesburg is collecting only real estate taxes for 2018 and prior tax years. Loudoun County began billing and collecting Town of Leesburg personal property taxes in 2020 and real estate taxes in 2019.

Online Payments
- General Billing: You can make General Billing payments using our new online payment portal at www.leesburgva.gov/paybills.
- Parking Tickets: You can pay Parking Tickets using our online payment portal at www.leesburgva.gov/paybills. If you do not know your ticket number call 703-771-2718.
- Water & Sewer Utility Bills: You can pay Water & Sewer service bills using our online payment portal at www.leesburgva.gov/paybills. Payment will be processed through a third party vendor and a service fee will be charged.
Customer Self Service Portal
Through the Customer Self Service Portal, you can view your utility usage. Payments made via the portal are processed through a third party vendor and a service fee will be charged.Telephone (Utilities) - eCheck, Credit Card, or Debit Card (Single Transaction)
This option is available 24 hours a day. If you would like to pay your utility bill with your checking account or charged to a credit or debit card, CALL 1-833-230-9549. You will need your customer ID number and nine digit account number. This is a one-time payment option using a third party vendor, and a service fee is applied.
Online Banking Through Your Own Financial Institution (Bill Pay)
Town of Leesburg will accept payments made through your financial institution’s online payment service. To ensure proper posting, you must provide the applicable Town of Leesburg account number(s), Customer ID (CID), or citation number.
Bill Pay payments will not post to your account for at least 24 hours. Because of the time delay, we do not recommend this payment method for your utility bill if your water service already scheduled for disconnection due to nonpayment.
Automatic Payments (Water & Sewer Bills Only)
Select this option if you would like your quarterly utility bill deducted automatically from your checking or savings account. With this service, you will get your Town of Leesburg statement in the mail, but there will be no need to write a check. Your bill will be paid automatically from your checking or savings account at your financial institution. THIS SERVICE IS FREE.
To sign up for this program, complete and submit our online Automatic Payment Form (Please note the form will not work in the Internet Explorer browser. We recommend using Chrome or Safari.) The automatic payment will apply to your next quarterly billing. "This bill is strictly for your records. Do not remit payment. You are currently enrolled in our automatic payment program." will print on your bill.
If you have established a monthly payment plan for your account, automatic payments will not be processed for your account.
Traditional Mail
A check or money order can be conveniently mailed to the payment addresses below.

In Person
You may bring your bill and payment to Town Hall at 25 West Market Street, Leesburg, VA 20176, between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday. Cash, check, credit card or money order are accepted.
Drop Boxes
The Town has a secure night-time depository box located in the Town Hall alcove at the corner of West Market and Wirt Streets, which is accessible 24 hours a day.
There is an additional drop box in Town Hall, in the first floor hallway by the Finance Department. Payments placed in the drop box before 5 p.m. on weekdays will be posted to your account the same day.
