Permits Required for Zoning and Construction

Permit applications are required from the Department of Community Development for many different projects:

  • Decks, Sheds, Patios, Pools, Screened Porches, Finishing a Basement
  • New Construction
  • Construction Job Site Trailers
  • New Business
  • Change of Use
  • Home Occupations
  • Signs
  • Temporary Uses (outdoor dining, donation boxes)

Zoning review verifies that the intended use and location of the project meets the minimum requirements of the Zoning Ordinance.

Additionally, staff signs off on applications for:

All permit applications are submitted electronically through the eTRAKiT portal and must include the Property Owner's Consent Form (property owner's consent form) and other documentation with their application. 

Our office at 222 Catoctin Circle SE, Suite 200 is open Monday through Friday, 8:30AM to 5:00PM for staff assistance and submittal of applications using our kiosk. Application fees are collected at the time of submittal.  Please note that there is a convenience fee of 2.49% for credit card payments or $0.50 for check payments online. Certificate of Appropriateness Applications

For projects located in the Old and Historic District, Gateway District or H-2 Corridor District (by proffer only), A Certificate of Appropriateness application is required for new construction, signs, exterior alterations, additions, and site improvements. Some of these projects can be reviewed administratively by staff while others require review and approval by the Board of Architectural Review.
