Pay Your Water & Sewer Bill Immediately

  • Online Payments (service fee applies) 

    Initiate an online payment at www.leesburgva.gov/paybills. Credit card, debit card,  e-checks, PayPal and Venmo are accepted. Please enter your Customer ID and Account number  at PaymentusService fees will apply from our third party vendor, Paymentus.

  • Phone Payment - e-Check, Credit Card or Debit Card (service fee applies)
    Available 24/7. Call 1-833-230-9549 to make a payment.  Credit card, debit card, and  e-check are accepted.   Please enter your Customer ID and Account number. Service fees will apply from our third party vendor, Paymentus.


Please note that when paying water & sewer bills via Paymentus or electronic check, errors resulting from incorrect or invalid account or bank routing numbers will be subject to a $50 fee. Please take special care to enter your account and bank routing numbers accurately.


Free Payment Options

  • Automatic Payment (Autopay):

Select this option if you would like your quarterly utility bill deducted automatically from your checking or savings account. With this service, you still will get your Town of Leesburg statement in the mail as before, but there will be no need to write a check. Your bill will be paid automatically from your checking or savings account at your financial institution. THIS SERVICE IS FREE.

Sign up for this program using by clicking on Automatic Payment Form. (The form will not work in the Internet Explorer browser). The Automatic Payment will apply to your next quarterly billing. You will receive a quarterly bill that states, "This bill is strictly for your records. Do not remit payment. You are currently enrolled in our Automatic Payment program."

 ***If you have established a monthly payment plan for your account, Automatic Payments will not be processed for quarterly billings.***

  • Mail:
    Return the bottom stub of your bill with your check in the enclosed envelope. Please write your Customer ID- Account  number on your check.. Please do not mail cash. A check or money order can be conveniently mailed to the payment address below:

  • Online Banking Through Your Own Financial Institution (Bill Pay):
    Town of Leesburg will accept payments made through your financial institution’s online payment service. To ensure proper posting, you must provide your Customer ID and Account number. 

    Payments will not post to your account for at least 24 hours. Because of the time delay, we do not recommend this payment method for your utility bill if your water service is due to be disconnected.
  • In Person:
    You may bring your bill and payment to Town Hall at 25 West Market Street, Leesburg, VA 20176, between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday. Cash, check, credit card or money order are accepted.

  • Drop Box:
    Our secure Night Depository Box is located in the Town Hall alcove at the corner of West Market and Wirt Streets, which is accessible 24 hours a day. There is also a drop box in Town Hall, in the first floor hallway by the Finance Department. Please note that payments placed in the drop box after 7:00 a.m. will not be posted to your account until the next business day.
