Water

As part of the plan approval process, design engineers must submit a water model demonstrating that adequate domestic and fire flows will be available to their proposed on-site water pipe network, as per the requirements of the Leesburg Design and Construction Standards Manual (DCSM). The Utility Department can provide flow, pressure, and hydraulic grade line information for connection points to the Town's water pipe network.

Sanitary Sewer

As part of the plan approval process, the adequacy of the existing sanitary sewer system receiving flows from a proposed project must be determined, as per the requirements of the Leesburg Design and Construction Standards Manual (DCSM). The Utility Department provides available capacity information for connection points to the Town's sanitary sewer network.

Request for Utility System Model

The applicant must submit a request through the Town’s eTRAKiT online portal. 

• In the eTRAKiT Home page, under the Projects Tab, click Apply for New Project. Click "I agree" on the Project Application Confirmation page.
• In the eTRAKiT Project Type pull-down menu, select UTL WATER AND SEWER MODELING REQUEST.
• In the Project Subtype pull down menu, request a water system model, or a sanitary sewer system model, or both.
• Applicants will be asked to provide a project description, confirm the project is within the Leesburg Service Area, and upload a map indicating the point of connection(s) to the Town's water and / or sanitary sewer system. Additional notes can be included with the request.
• Payment fee of $250 per model must accompany the modeling request. eTRAKiT will calculate the required payment amount based upon items selected. Acceptable forms of payment are eCheck, Debit Card, Credit Card, PayPal, PayPal Credit, and Venmo. A service fee of 50 cents is applied to E-check payments. A service fee of 2.49% is applied to all credit and debit card payments.
• If applicable, any required engineering modeling services will be billed to the applicant after the request has been received and reviewed by Town staff.

  Request for Field Fire Hydrant Flow Test

  For building fire sprinkler designers, fire hydrant flow tests can be performed at fire hydrants nearest the intended fire sprinkler line tie-in. The applicant must submit a request through the Town’s eTRAKiT online portal.

• In the eTRAKiT Home page, under the Projects Tab, click Apply for New Project. Click "I agree" on the Project Application Confirmation page.
• In the eTRAKiT Project Type pull-down menu, select UTL FIREFLOW TEST REQUEST.
• Applicants will be asked to provide a project description, confirm the project is within the Leesburg Service Area, and upload a map indicating the closest address and / or the fire hydrant locations where the test should be performed. Additional notes can be included with the request.
• Payment fee of $350 must accompany the field fire hydrant flow test request. eTRAKiT will calculate the required payment amount based upon items selected. Acceptable forms of payment are eCheck, Debit Card, Credit Card, PayPal, PayPal Credit, and Venmo. A service fee of 50 cents is applied to E-check payments. A service fee of 2.49% is applied to all credit and debit card payments.
