It is essential to ensure our water system has a reliable flow for fire suppression while still protecting the community’s water supply and access to that supply. For this reason, specific hydrants have been designated for hydrant meter use in order to minimize the effects large withdrawals can have on the system, neighborhood disruption, and safety hazards that fill-ups can cause. 

The Town has a water fill station, located at Water Treatment Plant (43234 Edwards Ferry Rd). Tanks and trucks may be filled at this location without renting a hydrant meter. 

Developers and contractors can request to lease a Town-supplied meter for use during construction and/or landscaping projects. A Hydrant Access and Meter Lease Agreement, and when applicable a tank inspection, are required annually.

Large Hydrant Meter

New Hydrant Meter Accounts 

Contractors must submit a request form to lease a hydrant meter. Hydrant meters require a lease agreement, payment of a deposit, and if applicable, inspection of trucks and/or tanks prior to issuance. 

Existing Hydrant Meter Accounts

Hydrant meters are billed quarterly and the contractor is responsible for submitting quarterly readings as show below. Quarterly readings can be emailed to Hydrants@leesburgva.gov or complete the online Hydrant Meter Reading Form.

1st Quarter January 1 - March 31 Reading is due between April 1 - 10
2nd Quarter April 1 - June 30 Reading is due between July 1 - 10
3rd Quarter July 1 - September 30 Reading is due between October 1 - 10
4th Quarter October 1 - December 31 Reading is due between January 1 - 10

Failure to report readings will result in a late fee.

How to use a Hydrant Meter

Use only Leesburg-issued hydrant meters on Town of Leesburg fire hydrants as per Proper Use Guidelines (USO APROPIADO). Failure to comply is a misdemeanor and violation of Leesburg Town Code Section 34.1-123, punishable by $2,500.00 fine or one year in jail, or both.

Illegal Connection

If you witness an illegal connection, notify the Town of Leesburg Utilities at 703-771-2713. After-hours, contact the Leesburg Police Department non-emergency number at 703-771-4500.

Only Leesburg-issued hydrant meters can be connected to Town of Leesburg fire hydrants. Non-compliance is a violation of Leesburg Town Code Section 34.1-123
