You may start water and sewer service with the Town of Leesburg by completing and submitting a Start Service RequestThere is a $30 (non-refundable) service connection charge, along with a $200 security deposit for a residential account. 

If unable to provide a social security number when opening an account, or your billing address is not the same as the property address, you will be requested to pay this amount upfront with a credit card. Otherwise, these fees will appear on your first quarterly bill. 

The Town of Leesburg requires a minimum of 48 hours notice to start or stop service Monday through Friday from 8:30 am to 5:00 pm, excluding weekends and holidays. Please call Customer Service at 703-771-2713 or email watersewer@leesburgva.gov with any questions concerning starting service.

Tenants and Property Managers 

Tenants are required to have an Authorization Form signed by property owner prior to establishment of water and sewer services in tenant's name. The account will not be started until the form is received.

The Town of Leesburg requires two items to establish service to tenants (renters):

  • The legal recorded property owner must authorize their tenant to establish service by completing an authorization form per the Code of Virginia §15.2-5139 and § 15.2-2119.
  • Tenants must pay a $30 initial service charge and a $200 security deposit. The security deposit will be held until the tenant's account is closed and then applied to the final bill.

Service cannot begin for the tenant until the completed authorization form is submitted to us.

The Town will send the owner a copy of the tenant’s final bill and an additional notice if a balance remains unpaid past 30 days. If the Town does not receive payment from the tenant and have exhausted collections efforts, we will contact the owner to settle the bill, as the ultimate responsibility rests with the owner. Unpaid debts to the Town of Leesburg constitute a lien on the property in accordance with the Code of Virginia, which states the following:

Such fees and charges, and any penalty and interest thereon, shall constitute a lien against the property, ranking on parity with liens for unpaid taxes.
