Backflow Prevention & Required Annual Testing
Annual testing for all testable backflow devices is required by the Town of Leesburg and the State of Virginia. All testing must be completed by a DPOR certified tester.
Test results must be submitted to the Town's Utilities Department using this Backflow Test Report Form. A PDF version of the test report form can be found HERE.
Annual residential irrigation system backflow prevention device test results must be submitted to the Town by June 1 every year.
Commercial and residential customers are responsible for submitting annual backflow test results to the Town. If the backflow device fails testing, a passing report must be submitted within 15 days.

Cross Connection Control Program
The Virginia Department of Health (VDH) Waterworks Regulations requires the Town to have a Cross Connection and Backflow Prevention Control Program.
Inspections are performed on all non-residential facilities connected to the Town’s water supply in order to detect actual or potential cross connections and ensure compliance with requirements. Inspection frequency varies based on hazard level and occur as follows:
- High Hazard at least annual
- Low Hazard every 3-5 years
During inspections, existing cross connection control devices are inspected to determine if the device has been altered, bypassed, removed, or made otherwise ineffective. Once the inspection is completed, the inspector will advise you on next steps, provide a copy of the inspection report, and the inspection fee will be applied to your next quarterly water/sewer bill. Inspection fees are charged based on meter size as listed below:
