Newspaper Notices

The Code of Virginia requires that all localities publish notices of all public hearings before the Town Council and Planning Commission.  The newspaper of record for the Town of Leesburg is Loudoun Now. Public hearing notices are published not more than 21 days and not less than 6 days prior to the hearing date.


Website Notices

In addition to publishing newspaper notices, the Town of Leesburg also publishes notices of public hearings on the Town website. The calendar below lists upcoming public hearings before the Town Council, Planning Commission, Board of Zoning Appeals, Board of Architectural Review, and Town Manager.

At these hearings, all persons desiring to express their views concerning these matters will be heard. Qualified individuals with a disability who require a reasonable accommodation to attend and/or participate in the public hearing, should contact staff to request the accommodation:

Public Hearing Notice Setting Tax Rates Personal Property, Vehicle License Fee, Motor Vehicle Tax Reduction, & Personal Property Tax Relief Tax Year 2023, & Amending Code Section 20-30 & Appendix B

TOWN OF LEESBURG 
NOTICE OF PUBLIC HEARING

SETTING TAX RATES ON PERSONAL PROPERTY (SECTION 20-22), VEHICLE LICENSE FEE (SECTION 32-84), MOTOR VEHICLE TAX REDUCTION
(SECTION 20-25), AND PERSONAL PROPERTY TAX RELIEF (SECTION 20-30) FOR TAX YEAR 2023,
AND AMENDING LEESBURG TOWN CODE SECTION 20-30 AND APPENDIX B – FEE SCHEDULE

In accordance with the Code of Virginia of 1950, as amended, §§ 15.2-1427, 46.2-752, 58.1-3000, 58.1-3007, 58.1-3503, 58.1-3506, 58.1-3506.1 et. seq., 58.1-3515 and 58.1-3524, the Leesburg Town Council will hold a public hearing on:

Tuesday, February 28, 2023, at 7:00 P.M.
in the Council Chambers of Town Hall,
25 West Market Street, Leesburg, VA.

at which time the public shall have the right to present oral and written testimony on the following proposed amendments to the Leesburg Town Code: 

• The Town Manager proposes tax rates for personal property (per $100.00 of assessed value) for tax year 2023 to remain unchanged, as follows:

• Aircraft = $0.001 
• Motor vehicles = $1.00
• Motor vehicles of eligible elderly and disabled (Town Code Sec. 20-25) = $0.50
• Tangible personal property (excluding public service corporations) = $1.00
• Bank capital = $.80 per $100.00 of the net capital of banks located in the Town.

• The Town Manager proposes personal property tax relief for tax year 2023 under the provisions of the Virginia Personal Property Tax Relief Act and Leesburg Town Code sec. 20-30, as follows: a personal property tax relief rate of 35% shall be applied solely to that portion of the value of each qualifying vehicle that is not in excess of $20,000.

• The Town Manager proposes that the vehicle license fee for tax year 2023 remain unchanged at $25.00 per vehicle.

Copies of the proposed ordinance are available for public examination prior to the public hearing in the office of the Clerk of Council at Town Hall, 25 West Market Street, Leesburg, VA, during normal business hours.  For more information about the ordinance, please contact Clark G. Public Input Sessions

In addition to formal public hearings, the Town often schedules open public meetings to provide citizens with information about specific projects or issues, and offer them an opportunity to ask questions and give feedback to Town staff. When these meetings are scheduled, they will be posted on the Public Input Sessions page.
