Project Description: Development of conceptual design plans for the addition of pedestrian-scale lights along the Washington & Old Dominion (W&OD) Trail from Catoctin Circle SE at the car wash to Catoctin Circle SW at Loudoun County High School. The project will include the extension of W&OD Trail operations from sunset to until 9pm or 10pm at night, thus legitimizing a route along the trail after sunset for bicycles and pedestrians to travel within, and immediately surrounding, the downtown area.

Project Updates: As of November 4, 2024 - The Town and its engineering design firm, RDA, have completed the conceptual design phase and now seek public input at the second public meeting for the project. First staff will give a presentation on the background of the project, lighting standards and discuss the three different light fixture types that are being considered for final design. Each light fixture type has pros and cons that will be explained during the presentation. After the presentation, the room will open into four stations where residents can have more focused conversations on specific locations of interest along the trail. One goal will be to inform residents how the project may have an impact on their property.
Town staff will record input from this meeting and compile it as part of its report and presentation to the Town Council following this meeting. At this Council meeting the Town Council will be able to give input and ask questions. The project will only advance after receiving an endorsement from the Town Council to proceed into final design and construction.

The November 14, 2024 meeting will be the second and last public meeting during the conceptual design phase. The next opportunity will be during final design, which will be followed by construction. The earlier the input on the project the easier it will be to accommodate any requests or concerns on the project.
