Project Description:  This project consists of development of an Interchange Access Report (IAR) for a new grade separated  interchange (overpass) at the current signalized intersection between the Route 15 Leesburg Bypass and Battlefield Parkway. Route 15 is part of the National Highway System that serves as a major commuter route. The intersection is one of three signalized intersections on the bypass; the other two traffic signals will be removed with the future construction of an interchange at Edwards Ferry Road and Fort Evans Road (Project 09307). In addition to vehicular traffic issues the bypass acts as a barrier to discourage pedestrians and bicycles from traveling between the residential and recreational areas east and west of the bypass. The initial step of developing an interchange is to prepare an IAR to evaluate the need for the interchange, compare alternative designs, analyze  environmental impacts, and establish a project budget. Remaining available funds will be used into FY2025 to complete some preliminary design work and initial geotech investigations and to develop a cost estimate which can be used in future funding requests. Completion of construction is contingent on the Town receiving funding from sources such as SmartScale, NVTA and VDOT.

The Town Council discussed its annual capital funding request for submission to the Loudoun County Board of Supervisors (including a funding request for the Battlefield Parkway/Route 15 Interchange project) at its Tuesday, August 13, business meeting. Following the completion of the project's Interchange Access Report earlier this year, staff discussed how to prioritize this project with the interchange project involving the intersections of Edwards Ferry and Fort Evans roads along Route 15. Since the Town has requested but not received any funding for the Edwards Ferry and Fort Evans Roads Interchange, (which may be partially due to the large price tag for the project) staff recommended that the Town Council pursue County funding for Battlefield Parkway/Route 15 Bypass Interchange project. As the Battlefield Parkway/Route 15 Bypass Interchange project involves less land acquisition and has a lower price tag, better funding opportunities are expected. If the Town is awarded the requested funding, this project may move ahead of the other interchange project, however, please note that the Town Council ultimately has final say in how these projects are prioritized.

Approved Interchange Access Report (IAR): The Battlefield Parkway and Route 15 Bypass Interchange Access Report (IAR) is now final. The IAR was endorsed by Town Council on January 23, 2024, and subsequently approved by VDOT in April 2024. The Town Council and the IAR endorsed the Double Roundabout with At-Grade Pedestrian Crossings alternative. April 27, 2023 - Public Information Meeting (3rd Public Meeting): The Town held a Public Information Meeting as a follow-up to the first two Neighborhood meetings. Additional information about the preferred alternative: the Double Roundabout with At-Grade Pedestrian Crossings was provided and will be incorporated into the Interchange Access Report draft presented to Town Council in the Fall/Winter of 2023.

November 14 and 15, 2022 - Town Council Meeting to Endorse a Preferred Alternative: Town Council endorsed the Double Roundabout with At-grade Pedestrian Crossings as the preferred alternative. Further refinement of the preferred alternative and drafting of the Interchange Access Report are underway.
