Welcome to LIAM (Leesburg Interactive Applications Map)!

LIAM ScreenshotLIAM provides access to information and documents related to active and recently approved legislative land use applications (rezonings, special exceptions, Town Plan amendments, and commission permits). To access LIAM, click on the map image at right and follow the instructions below.


Map Instructions

To view documents for a specific application, follow these steps:

  1. On the map, click on the project pin or find the project in which you are interested in the list on the left side of the screen. Please note that many projects have concurrent rezoning and special exception applications, but are only listed once on the map. If a project has more than one application, the Application Number listed will be the "parent" application.  
      
  2. Click on "More Info" and then click on "View" for the eTRAKiT link. A new browser tab will open in eTRAKiT.
            
  3. The application documents will be listed under "Attachments" at the bottom of the Project Info tab. If a project has more than one application, links to the associated applications will appear above the attachments.


Helpful Information

There are typically six (6) key documents that provide relevant application information to a user:

  1. Statement of Justification (rezoning) or Statement of Compliance (special exception): These are documents that an applicant is required to provide which outline the entire development proposal and program elements.
     
  2. Concept Plan (rezoning) or Special Exception Plat (special exceptions): These are the plans associated with an application.
     
  3. Proffers (rezoning only): These are the “voluntary contributions” that an applicant proposes to mitigate impacts of a development (traffic, schools, etc.), that serves as a contractual obligation. Proffers are not applicable to a special exception; conditions of approval apply and are outlined in the staff report (below).
     
  4. Consolidated Comment Letter (CCL): For each submission, this is a letter that consolidates all relevant agency review comments. These can include, but are not limited to, Town agencies such as planning, zoning, engineering, traffic, utilities, etc., as well as outside agencies such as the Fire Marshal, LCPS, VDOT, etc.
     
  5. Applicant Response to Town Comments: This is a document that the applicant submits with each submission to highlight how they have addressed the Town’s comments from the aforementioned CCL.
     
  6. Staff Report: A comprehensive Town generated report for the Planning Commission or Town Council that is typically available one (1) week before a public hearing or meeting regarding the application.
