The Town of Leesburg has the responsibility to maintain the right-of-way of highways under its jurisdiction as necessary to preserve the operational safety, integrity and function of the highway facility. Since the manner in which the right-of-way is used can materially affect the safe operation, maintenance and appearance of the highway, it is necessary that such use and occupancy be authorized and reasonably regulated.

“Right-of-way” refers to property and highways within the entire area of every way or place within the corporate limits of the Town of Leesburg under the ownership, control or jurisdiction of the Town, which is open, or which is to be opened, for the use of the public for purposes of travel. The area set out above includes not only the traveled portion, but the entire area within and around the traveled portion, from boundary line to boundary line, including over the right-of-way. For more information, please review the permit manual.

Please review the permit checklist and complete the permit application. Please submit the permit application via email to Niraja Chandrapu

The application form should be printed on legal (8.5 x 14) paper. A fee of $100 is required for the permit application. An invoice for the $100 permit fee will be emailed  with instructions for paying the permit fee online. Applicants are encouraged to pay permit fees online rather than coming into Town Hall. Work requiring construction activities may also require a bond, the amount to be determined based on the extent of work to be done. You may need to allot for several days of processing time of your permit request. Please contact Transportation Engineer Niraja Chandrapu at 703-771-2791 with any questions.
