Stormwater Management Facility Inspections and Maintenance
What are stormwater management facilities?
Stormwater Management Facilities (SWMFs) are control measures taken to address post-construction changes to stormwater runoff due to land coverage changes and development. SWMFs are used to control and manage the quantity and improve the quality of the stormwater runoff discharging from a site, overall mitigating the impacts of development. The ultimate goal of a SWMF is to reduce stormwater pollution entering the Town’s streams and eventually the Chesapeake Bay.
As part of the Town's stormwater management program, the Department of Public Works and Capital Projects (DPWCP) inspects stormwater management facilities to ensure proper maintenance is performed and that the facility is functioning according to the approved design. The Town performs maintenance inspections of stormwater management facilities to meet regulatory requirements as well as practice good environmental stewardship.
DPWCP provides direct maintenance for approximately ten percent of the stormwater facility inventory, which primarily consists of dry ponds, wet ponds, and underground stormwater facilities. These facilities are referred to as “public facilities.” The remaining facilities stormwater management facility inventory are referred to as “private facilities” and maintained by the facility owner or operator. Public facilities are inspected annually and maintained per Town guidelines. While private facilities must be maintained by the owner, DPWCP inspects all private facilities at least once every five years to ensure that they are being properly maintained.
Annual Certification of SWMFs
Private facility owner-operators must certify that their private facilities are operating as designed and submit an inspection report from a qualified professional.
Private facility owner-operators must also keep ownership and property management contact information updated to ensure timely communication from the Town on matters related to the SWMF.
