The Crescent District includes the areas of Catoctin Circle, from South King Street to East Market Street, and East Market Street, from the Leesburg Bypass to the intersection with Loudoun Street. The 2006 Crescent District Master Plan guides redevelopment of this area.  The general intent of this plan was to promote redevelopment of land in the Crescent District that was seen as being underutilized. The redevelopment envisioned was intended to extend the character of the downtown area and provide a transition to the more suburban parts of Leesburg. It was also intended to incorporate greater density into a collection of uses that were coupled with high quality pedestrian spaces and new gathering spaces.
